The Satellite Television Access Reauthorization Act, or STELAR Act, provides a compulsory license that allows satellite operators to import network TV signals to markets unable to reach them. Without STELAR Act reauthorization, more than 870,000 satellite subscribers will lose access to network TV programming from loss of the distant signal license.
